Buyer reports two denied disputes for an undelivered $4,100 purchase

Never have i experienced anything like this with PayPal. Hello, I’ve been using PayPal for many years now. Done probably a total of $400,000 in transactions over the years (counting spending + receiving). Recently I bought an item for $4100 via PayPal invoice / goods and services. The seller never shipped my item usually I just open a dispute and everything is fine and ends up being a whole waste of time. Well not with this situation.
